As part of its keenness to enhance the security and safety of the university community, Assiut University held an expanded meeting of the stray dogs Control Committee, in coordination with Assiut governorate, to develop a safe plan to deal with stray dogs inside the university campus and throughout the governorate, under the supervision of Dr. Ahmed El-Minshawy, president of the University, and the supervision of Dr. Mahmoud Abdel Alim, vice president of the University for community service and Environmental Development Affairs, and Dr. Mina Emad, deputy governor of Assiut.
Dr. Ahmed El-Minshawy stressed that the university places the safety of individuals and facilities at the forefront of its priorities, and seeks to find radical solutions based on a scientific and practical approach, in cooperation with the relevant executive bodies, to ensure addressing the phenomenon without violating environmental and humanitarian standards, pointing out that the university is committed to its role as an educational and research institution in supporting societal issues and offering sustainable solutions to them.
Dr. Mahmoud Abdel Alim pointed out that the meeting witnessed a thorough discussion of ways to deal with stray dogs by safe and harmless means, while raising the level of coordination between various authorities, in addition to intensifying awareness campaigns within the University and the local community on how to prevent and deal with such cases.
For his side, Dr. Mina Emad explained that Assiut Governorate is keen to coordinate with the University and all concerned executive bodies to eliminate the phenomenon of stray dogs, stressing the importance of involving civil associations and animal rights organizations in the development and implementation of appropriate programs to achieve a balance between human protection and environmental conservation.
The meeting concluded with several important recommendations, most notably activating the role of the technical committee specialized in countering this phenomenon by Article (1) of the executive regulations issued by the prime minister's Decision No. 1731 of 2025, in addition to addressing civil society organizations and associations specialized in animal welfare to submit practical proposals that can be implemented in coordination with the Ministry of social solidarity, in addition to the formation of a joint committee from the University and the governorate to study the situation and follow up implementation mechanisms.
The committee included several specialists, including: Dr. Madiha Darwish, dean of the Faculty of Veterinary Medicine, Dr. Doib Saber, dean of the Faculty of law and legal adviser to the president of the University, Dr. Mahmoud Mustafa, director of the Veterinary Hospital, Dr. Mohammed Zain, undersecretary of the Ministry of Health, Dr. Abdul Rahim Ahmed Abdul Rahim, undersecretary of the Ministry of agriculture, as well as a number of executive leaders at the University and the governorate.
